GLA & Co Advises Masdar and Fouad AlGhanim & Sons Consortium on Kuwait’s Landmark 1.1GW Al-Dibdibah and Al-Shagaya PPP Project
GLA & Co is pleased to announce that it is acting as Kuwait counsel to the consortium of Abu Dhabi Future Energy Company (Masdar) and Kuwait’s Fouad AlGhanim & Sons. The consortium has been selected to develop the 1.1GW Al-Dibdibah Power and Al-Shagaya Renewable Energy Phase Three, Zone One Independent Power Project (IPP).
The project will be Kuwait’s first utility-scale solar photovoltaic (PV) plant. The Ministry of Electricity, Water & Renewable Energy (MEWRE) is procuring it through the Kuwait Authority for Partnership Projects (KAPP). The project is a major milestone in the State of Kuwait’s energy transition and its efforts to diversify its power generation mix.
Under the terms of the project, the Masdar-led consortium will develop the plant. It will export the plant’s electricity output to the national grid under a 30-year power purchase agreement with MEWRE. The scope also covers construction of an associated 400kV transmission substation.
Financial bids for the developer contract were opened in July 2026. The Masdar-led consortium was selected after submitting the most competitive offer.
