Dean Jaloudi

Dean Jaloudi is a Partner and Head of the Qatar office of GLA & Co.

Before joining GLA, Dean worked for international law firms in Doha from 2018 to 2024 and previously worked as a corporate/commercial lawyer in Dubai from 2012 to 2017.

Dean is a well-known figure in the legal community of Doha and has advised on several landmark transactions in Qatar across multiple practice areas, including: M&A, capital markets, funds, and venture capital.

Dean has advised on several equity capital markets (ECM) transactions on the Qatar Stock Exchange (QSE), including the successful initial public offerings (IPOs) of Baladna QPSC and QLM Life & Medical Insurance QPSC.

Dean also represented the fund manager on the establishment of the first independent venture capital (VC) fund in the history of the Qatar Financial Centre (QFC). Dean advised on all legal aspects of this project, from legal drafting (Offering Document, Fund Articles of Association, Investment Management Agreement, Fund Administration Agreement, etc.) to advising on compliance with the rules and regulations of the QFC.

In addition to representing several QFC-based VC firms, Dean has advised on the establishment of the first hedge fund in the history of the QFC.

In addition to ECM and funds work, Dean regularly advises on a wide range of corporate and commercial matters, including joint venture agreements, incorporations, shareholder agreements, share transfers, restructurings, and commercial advisory work.

Dean has written extensively on the laws of Qatar, the Qatar Financial Centre, and other legal systems in the State of Qatar. In 2025, he was one of only two lawyers in Qatar recognized as “Rising Star Partners” by IFLR1000.
